‘Child Rapists’ Among Arrestees In Raids On Unlicensed Contractors

“State investigators targeted unlicensed contractors in Los Angeles and Orange counties in undercover sting operations conducted this week, officials said Friday.

KNX 1070’s Mike Landa reports investigators with the California Contractors State License Board (CSLB) posed as homeowners requesting bids for home improvements to catch suspects offering to do work that requires a state contractor license.

The operation resulted in a total of 78 arrests, including at least one registered sex offender, repeat offenders, people with arrest warrants, revoked licensees, and people who illegally used the license of a legitimate contractor, CSLB spokesman Rick Lopes said.”

Construction services company owner/sex offender charged with molesting two girls

A DuPage County judge set bail at $1 million Tuesday for a registered sex offender accused of molesting two young girls, including one who was at his home for a sleepover.

Joel Augustine, 34, of the 500 block of East Thornhill Drive, Carol Stream, faces three counts of criminal sexual assault and one count of aggravated criminal sexual abuse. He would have to post $100,000 to be released from jail.

Augustine served time in prison and became a registered sex offender after he was convicted of attacking his then-17-year-old girlfriend behind her workplace in 1999, when he was 21 years old, according to court records.

He also has prior arrests for marijuana possession, drunken driving, domestic battery and failure to register as a sex offender, among other offenses, prosecutors said.

In court Tuesday, Augustine identified himself as the owner of a construction services company and asked for bail to be set at $5,000. Judge Elizabeth Sexton set bail at $1 million and ordered him to have no contact with minors if he is released from custody.”

Sex offender arrested for taking photos of girls at Federal Way Costco

“Getting free samples at Costco may seem like a treat, but the Issaquah-based company just discovered one of the people contracted to hand out the goodies in Federal Way is a convicted sex offender.

Gregory O’Neall, 51, has been arrested again. An undercover agent conducting an online sting discovered O’Neall sharing photos of little girls he took while working at Costco and at several other places where girls would shop with their families.

According to the Tacoma News Tribune, the U.S. Attorney’s Office discovered more than a hundred photos taken by O’Neall.  If convicted, he could face a minimum of 15 years in prison.

A spokesman for Costco said they have a policy against hiring convicted felons, including sex offenders. They do thorough background checks and require the same of their contract companies.

That apparently didn’t happen in this case. The Costco spokesman said they will be addressing the problem with the contractor, Warehouse Demo Services.”

Sex offender found working near Naples summer camp

“Tuesday, Raymond Reed, 29, was arrested after a routine traffic stop. Naples police quickly discovered the man was a registered sex offender, living unregistered in a Naples hotel and working for Village Pools, an Orlando based construction company contracted to build the River Park Pool.

Reed was arrested in 2001 and again in 2005 in Orange County. He’s accused of lewd and lascivious conduct on a victim under 16 and sexual battery of a victim under 12.

Because of those convictions, state law says he can not work, “whether for compensation or as a volunteer, at any business, school, child care facility, park, playground, or other place where children regularly congregate.”

“A background check should’ve been done. I don’t know where they went wrong, but a background check should’ve been done for this man,” says Pascal.

Lykins says it’s the subcontractors responsibility to do background checks. “We have a clause with the city, when a purchase order is issued, contractors will abide by all laws, federal, local and state and hire the people with the right backgrounds to avoid this very thing,” says Lykins.
WINK News reached out to Village Pools in Orlando to find out about their background check process. They did not return our call, but we are told Reed was fired from the company. He remains in custody in the Collier County Jail.”

Newton Public Schools expands background checks for new hires

“Newton Public Schools will expand the background checks it performs on all new  hires by checking the Sex Offender Registry Information system (SORI), a  nationwide database of sex crime convictions. The move comes after the arrests  of two city employees, including a second grade teacher, on child pornography  charges earlier this year.

The two cases caused many local parents to call for tougher hiring  processes.

City officials maintain they conducted thorough background checks on the two  men. Since neither Ettlinger nor Buchanan had criminal records, the tighter  procedures being adopted would not have flagged their applications.

Both the city and the Newton Public Schools currently CORIs all new hires and  current employees, volunteers, interns, seasonal employees, subcontractors and  constables.”

Minister confirms sex-offender worked at school

“An investigation by the education ministry revealed that for nine days last summer a convicted sex offender was working on a government school campus for a subcontractor. Following an article on CNS last week that raised the issue, the minister told the Legislative Assembly that the man was on site for three and a half days when students were in the school but in a construction zone isolated from the rest of the campus and his remaining time there was spent when students were not at school. Rolston Anglin said that no complaints had been received but he revealed immediate measures to prevent the situation happening again.”

Three online dating sites agree to screen for predators

“Three online dating giants agreed to screen for sex offenders and take other safety steps after a woman was assaulted on a date, the California attorney general’s office announced Tuesday.

The statement was prompted by the 2010 sexual assault of a Los Angeles-area woman by a man she met through Match.com, Gledhill said. Alan Wurtzel had a string of previous convictions for sexual battery.

The woman sued Match.com, seeking a court order requiring the website to check applicants’ backgrounds to weed out convicted sex offenders. She dropped the suit last year after the site provided proof of such screening.”

Noblesville bus driver arrested, charged with child molestation

“A Noblesville Schools employee is in jail Monday, accused of several counts of child molestation.

Noblesville police arrested Garrett Cornell, 42, at his home in the 1500 block of Hannibal Street Saturday afternoon.

Cornell was charged with four counts of child molesting, Class A felonies; three counts of child molesting, Class C felonies; and one count of child exploitation, a Class C felony.”
