“Federal agencies may soon have a standard process for collecting and evaluating information on contractors’ past performance that is stored in an online system.
The Department of Defense, NASA and General Services Administration published a proposed rule Thursday that would require past-performance reports to include specific components to help agencies decide whether a contractor is responsible. Beside providing a clear description of the contract, agencies will note evaluation factors for quality of product or service, cost control, timeliness, management or business relations and small business subcontracting efforts.
They will also point out any acquisition regulation violations, including late or nonpayment to subcontractors, trafficking violations, tax delinquency, failure to report defective cost and pricing data, and any terminations, suspension and debarments.
All the information will be saved to the government’s Contractor Performance Assessment Reporting System, which is used by agencies as they make award selections.”
